Responsibilities of the Senate
Pursuant to § 76 of the University & College Act the senate has to deal with all matters pertaining to the entire university, unless otherwise stipulated by this law or the constitution.
In particular the senate has to:
- Enact and amend the constitution together with the majority,
- Elect the president as well as the vice presidents,
- Enact the registration regulations,
- Enact the regulations pursuant to § 95 Par. 1 Clause 2 HochSchG,
- If necessary, enact user regulations for central institutions,
- Comment on regulations for university examinations, doctorate and state doctorate regulations and essential amendments of these regulations,
- Decide about the establishment, change, abolishment and organisation of academic facilities and operating units,
- Decide on general principles regarding the distribution of posts and funds,
- Appoint the members suggested by the University of Applied Sciences for the Board of Trustees,
- Comment on the suggestions of the faculties for the appointment of professors and the appointment of honorary professors, if necessary after further review by the faculties,
- Make decisions in connection with the determination of the maximum number of admissions ,
- Make decisions for the university regarding research matters of fundamental significance, especially setting priorities and determining the main areas of research for longer-term projects, as well as applications put forward by the university for special fields of research; in doing so it can permit deviations from legal forms of organisation, in as far as they are stipulated by §§ 71 ff. and §§ 90 and 91 HochSchG, with regard to determining the main areas of research for short-term cross-faculty and interdisciplinary research projects.
- Decide on the set up, change or abolishment of study programmes,
- Make decisions for the university on matters of fundamental significance for the development and promotion of young academics
- Make decisions on the establishment of joint committees pursuant to § 89 Abs. 3 HochSchG,
- Make decisions on plans for promoting women with the aim of increasing the proportion of women in all profession categories and qualifications where they have been underrepresented and in being granted scholarships and other measures regarding the promotion of young academics as well as measures against sexual harassment,
- Accept the annual report of the president,
- Compile and decide on the overall development plan of the university.
